N9GTC Club Constitution ARTICLE I - NAME 1. This organization shall be called the Gateway Technical College Amateur Radio Club. 2. The title "Gateway Technical College Amateur Radio Club " shall also be recognized as an historic name for this organization.
ARTICLE II - PURPOSE 1. The Amateur Radio Club is organized and will be operated to promote and support Amateur Radio at Gateway Technical College. Specific objectives are: a. To serve the community however possible in the event of a communications emergency.
b. To educate members and interested parties regarding the uses and responsibilities of Amateur Radio.
c. To provide members with support for their technical, educational, experimental, and other Amateur Radio activities.
ARTICLE III - MEMBERSHIP and DUES 1. Membership shall consist of a. Full Members: Any student at Gateway Technical College
b. Associate Members: Members of the college community (administration, faculty, staff, spouses, club members that have graduated).
c. The club welcomes licensed or soon-to-be licensed amateurs, especially Gateway Technical College alumni, to participate as non-members without voting privileges, but who may act in an advisory role. 2. Donations in the amount of the yearly dues (for student members) are welcomed. 3. The amount of the dues shall be proposed by the Executive Committee at the annual election meeting and must be approved by a majority of the voting members present.
4. Payment of all dues and debts to the club is required for good standing, and for voting privileges for Full and Associate Members. 5. Membership may be revoked only for extreme actions contrary to the spirit of Amateur Radio and this club and only by a unanimous vote of the Executive Council. 6. The Amateur Radio Club shall not discriminate on the basis of race, color, religion, national origin, age, gender, sexual orientation, disability, veteran status, marital status, or political belief.
ARTICLE IV - OFFICERS 1. The officers of this organization shall be President, Vice President, Secretary, and Treasurer. All officers must be students at Gateway Technical College. 2. The officers shall be elected at the annual election meeting. The Treasurer will work with the Amateur Radio Club adviser, who has signature authority for expenditures. Officers shall take office immediately after the election meeting and may serve until their successor takes office at the end of the next election meeting. 3. An officer may be removed from his or her position prior to completion of their term only in the following manner: a. Reasonable notification of the intent to remove an officer must be made to all members at least one week prior to the regularly scheduled meeting at which the removal is to be attempted.
b. Having given notice as described in part A, a member may propose removal of an officer at a regularly scheduled meeting. Discussion shall begin immediately. This portion of the meeting may not be presided over by the officer in question.
c. The officer in question may be removed, effective immediately, by a two-thirds majority vote of the voting members present. 4. Vacancies in any office other than that of President caused by resignation, removal, or disability may be temporarily filled by a qualified member appointed by the President. A special election shall then be held at the next scheduled meeting to fill the position for the remainder of the regular term of office. If the office of President is so vacated, the Vice President shall immediately assume that office and the vacancy of the position of Vice President shall be dealt with as stated above.
ARTICLE V – ADVISER 1. The Amateur Radio Club shall have as an adviser a full-time member of the College faculty or staff. 2. The adviser of the Amateur Radio Club will have signature authority for expenditures. The adviser’s participation in Amateur Radio Club meetings and activities is encouraged and welcomed.
ARTICLE VI - DUTIES OF OFFICERS 1. The President shall preside at all meetings of the Amateur Radio Club and its Executive Council. The President shall represent the Amateur Radio Club at all meetings with other organizations. The President shall also appoint all committees of the Amateur Radio Club and committee chairs, except the chairs of the Program Committee and Publicity Committee. The President must be a Gateway Technical College student and Full Member in good standing at the time of election. 2. The Vice President shall assume the duties of the President in event of the President's absence. The Vice President shall assume those duties of the President that are so delegated by the President. The Vice President shall also be chair of the Program Committee. The Vice President must be a Gateway Technical College student and Full Member in good standing at the time of election. The Vice President shall maintain inventories of all club equipment and materials and shall make an inventory report at the annual Amateur Radio Club election meeting or at the request of the President. 3. The Secretary shall maintain records of the general meetings and executive council meetings and maintain and post such records at the discretion of the President. The Secretary shall maintain the club library. The Secretary shall chair the Publicity Committee. The Secretary must be a student and Full Member in good standing at the time of election. 4. The Treasurer shall maintain financial and membership records and shall make a financial report of the Amateur Radio Club finances at the annual Amateur Radio Club election meeting or at the request of the President. The Treasurer must be a student and Full Member in good standing at the time of election. The Treasurer will work with the Faculty Sponsor of the Amateur Radio Club on expenditures.
ARTICLE VII - EXECUTIVE COUNCIL 1. The Executive Council shall consist of the Amateur Radio Club officers. 2. Except as otherwise provided in these bylaws, the Executive Council may act for Amateur Radio Club in all matters except election of officers at the annual election meeting and the amendment of these bylaws. Minutes of all Executive Council meetings shall be available for inspection by any member of Amateur Radio Club and shall be filed with the Amateur Radio Club records. 3. Meetings of the Executive Council shall be called by the President at his or her discretion or upon request of any member of the Executive Council.
ARTICLE VIII - COMMITTEES 1. The Standing Committees shall be:
b. The Publicity Committee, which shall plan and implement activities aimed at raising awareness of the Amateur Radio Club and its functions. The Publicity Committee shall be chaired by the Secretary. 2. Temporary Committees may be established and their Chair appointed by the President. 3. Committee members shall be appointed by the committee Chair. 4. All committee appointments shall terminate at the end of the annual election meeting. Temporary committees may be dissolved at any time by the President or their Chair.
ARTICLE IX - MEETINGS 1. Meetings shall be held as planned by the Program Committee. The secretary shall take reasonable attempts to notify all members at least one week prior to any meeting. 2. Voting Members are those Gateway Technical College student Full Members in good standing. 3. A quorum for the conduct of business shall consist of ten Voting Members or a majority of the Voting Members of Amateur Radio Club, whichever is smaller.
4. The annual election meeting shall be held
during the April meeting of each year. a. Each officer shall present a brief report of club activities as related to their duties.
b. Nominations for officers may be made from the
floor by any Voting Member. c. After the nominations are closed, those Voting Members present shall vote to fill each office.
d. A majority of votes cast shall be necessary for election of that office. Should no candidate receive a majority of votes cast, Voting Members shall elect from the two candidates receiving the most votes; the candidate receiving the majority of votes shall win that office.
ARTICLE X - AMENDMENTS AND PROCEDURE 1. Amendments to these bylaws shall be made in the following manner:
a. The amendment shall be proposed and read at a regularly scheduled Amateur Radio Club meeting.
b. At the next regularly scheduled meeting the amendment shall be read again, discussed, and voted upon. Two-thirds of the Voting Members present and voting shall be required to adopt the amendment.
c. The secretary shall make reasonable attempts to notify all members of proposed amendments at least one week prior to the meeting at which they are to be voted upon.
2. The rules in "Robert's Rules of Order Revised" shall govern the Amateur Radio Club in all cases to which they are applicable and consistent with these bylaws.
ARTICLE XI – AFFILIATIONS AND PRE-EMPTION 1. The American Radio Relay League (ARRL) is the parent organization of the Amateur Radio Club. 2. The Amateur Radio Club is subject to and shall comply with all provisions of the Gateway Technical College Student Code. If there is a conflict between the ARRL’s rulings, constitution, or direction and the Gateway Technical College Student Code, the Student Code preempts the ARRL ruling. 3. The Amateur Radio Club is subject to all Local, State and Federal laws. |
